Phlomis russeliana
A hardy, low-growing perennial that forms a dense carpet of soft sage-green leaves, providing good ground cover throughout the year. Tall stems carry whorls of pale yellow flowers in summer, followed by distinctive seed heads that add interest well after flowering has finished. A useful choice for filling out borders or covering the ground beneath taller planting. Evergreen.
